Ratliff, Postmaster, of Shaw, Mississippi in Bolivar County, December 13th, 1910 and this was signed by both President Taft and Frank H. Hitchcock, Postmaster General, January 9th, 1911 in Washington, DC.Mr. Ratliff would go on to serve as Postmaster of Shaw until his retirement in 1923 at age 70.
