At President Franklin D. Roosevelt's suggestion, Congress created the NRA in 1933 with the passage of the National Industrial Recovery Act (NIRA). It was intended to boost business recovery by implementing fair trade practices. Roosevelt hoped it would ease unemployment, create minimum wages, and allow for collective bargaining. Businesses were encouraged to display the "Blue Eagle" emblem in their windows. The Philadelphia Eagles, of the National Football League, were named in honor of the NRA logo. The NRA was short-lived. The NIRA was declared unconstitutional by the U.S. Supreme Court in 1935 in A.L.A. Schechter Poultry Corp. v. United States, 295 U.S. 495. The NRA was dissolved as a result.
