As the contents show, it was an order for officer uniforms from their commanding officer! What makes this cover so RARE and special is that it has a BLACK HAMILTON PM 4 CIRCLE in Very Fine condition! This is VERY RARE. They are normally red! It also has a couple of other transit markings on the back! This is an exceptional and early cover!
