This particular order is concerned with tracts of land in Florida, Georgia, and South Carolina, which were set apart by General William Sherman(1820-1891) for the benefit of refugees and freed slaves. This order was given by "the President of the United States ";that is, by President Andrew Johnson (1808-1875). The document states that General Oliver Otis Howard(1830-1909), the Commissioner of the Bureau of Refuges, Freedmen, and Abandoned Lands, washereby ordered to proceed to the territories mentionedabove, and work to achieve a mutually satisfactorysolution to the problems that concerned the freed slavesand the landowners of those properties. This was oneof the major issues during the period of "Reconstruction". General Howard was the founder of Howard University, the well-known historically Black college, and served as its third president. Please note that this document does NOT have any handwriting or signatures. It is a printed document. This document is about 7" by 5", and is in good condition. I will be listing about a dozen of these documents soon.
