I believe all parts are included. I am not educated on how to spin. From an expert: a great wheel, and they were not branded back in the day. Each woodworker (usually woodturners rather than wheelwrights, who made wagon wheels) simply made what he knew how to make. They were made that way in the 1700s until the 1940s or so in some of the mountain regions of the east. I usually tell people to "think 1850" and you will have the feel of it. There are a lot of self-anointed experts who will talk forever about "regional differences", which makes exactly zero sense in the history of a frontier country. Yours has screw tension to tighten <> loosen the drive band. It also has kind of wonky looking leather bearings to hold the spindle. One of the bearings is broken off, and the other looks wrong anyway, although it may be original. You can make replacement bearings with strips of leather and little wedges to hold them in place The strip is held into place as per here, and two of these work JUST FINE, rather than having the one with the hold in it, which more often is used for other sorts of wheels. You also can get a bag of the corn husks used to steam tamales in and make corn husk ones that just tie on.
